Dubai Number Plate Trading: How Mazal’s Escrow Market Works
Mazal brings escrow protection, verified transfers and a structured digital process to Dubai’s premium number plate market.
Dubai’s market for distinctive vehicle plates has produced sales worth tens of millions of dirhams, but buying from the secondary market has traditionally required a high level of trust between the buyer, seller, and broker. A new platform called Mazal is attempting to change that by bringing Dubai number plate trading into an escrow-based digital marketplace.
The idea is straightforward: the number plate is secured before the transaction is completed, the buyer’s payment is held during the process, and the seller receives the funds only after ownership has been transferred successfully.
For UAE motorists interested in premium plates, here is how the system works, what it costs, and where the Roads and Transport Authority (RTA) fits into the process.
How Dubai Number Plate Trading Works on Mazal
Dubai’s distinctive number plate market has seen transactions reach tens of millions of dirhams. However, secondary-market buyers have often relied on brokers, social media and direct negotiations.
Mazal aims to change this by bringing Dubai number plate trading into a digital marketplace with an escrow process. The platform offers fixed-price listings, auctions, plate valuations and escrow-supported transactions.
According to Mazal, users must complete identity verification before using its transaction services. Sellers must also transfer the plate into Mazal’s traffic file before listing it.
Once Mazal confirms the transfer, the seller can set an asking price. Buyers can purchase the plate at the listed price or make an offer when the listing allows it.
When a deal moves to checkout, the buyer pays the required amount through Mazal. The platform holds the payment in escrow while both parties complete the ownership transfer.
After the buyer receives ownership of the plate, Mazal releases the seller’s proceeds to their Mazal Wallet. The seller can then request a withdrawal.
This process gives buyers and sellers a more structured way to manage payments and ownership transfers under RTA procedures. Instead of sending money directly to a seller, the buyer pays through the platform while Mazal manages the transaction.
Mazal also operates a number plate auction system. Its current customer guide states that participants need a minimum AED 5,000 security deposit. The amount deposited determines their bidding capacity.
How much does Mazal charge?
One detail worth checking carefully is the platform fee.
Mazal’s September 2026 user guide lists an execution fee of 4% and a clearing and settlement fee of 1%, both paid by the buyer. Together, these amount to 5% of the transaction value. The platform currently says it covers ownership-transfer and RTA fees for transactions completed through Mazal.
For example, on a plate priced at AED 500,000, the two percentage-based fees would total AED 25,000 before considering any other service or transaction-specific charges displayed at checkout.
Buyers should therefore look at the final payable amount rather than comparing number plates on advertised price alone.
What does the RTA require for a number plate transfer?
Mazal does not replace the official ownership-transfer process.
Dubai’s RTA provides a dedicated service for transferring an owned or reserved vehicle plate number. Its current service page lists an AED 100 plate ownership certificate charge plus AED 20 in Knowledge and Innovation fees, bringing the official service total to AED 120.
The RTA also states that the number must be in the seller’s traffic file. Buyers and sellers must meet the applicable identification requirements, and blockers on their traffic files must be cleared. If an owned number is already being used on a vehicle, its use on that vehicle must first be cancelled before the plate can be transferred.

Why can Dubai number plates cost millions?
Scarcity is a major factor behind premium plate prices.
Short combinations, single digits, repeated numbers, and patterns that collectors consider memorable can attract substantially higher bids than ordinary registrations.

The most prominent example remains Dubai plate P7, which sold for AED 55 million in April 2023, setting a record for a vehicle registration plate sold at auction.
High-value sales have continued since then. Dubai plate DD6 sold for AED 37 million at a charity auction in March 2026.
ArabWheels covered that sale in more detail here: Dubai DD6 plate sells for AED 37 million.
ArabWheels has also covered regular RTA auctions, including the record-setting 120th open auction and other sales of distinctive registration numbers. See ArabWheels’ coverage of the BB12 RTA auction for additional context.
How large is Dubai’s premium plate market?
Mazal estimates that Dubai’s premium number plate market handles roughly 55,000 transactions each year. The company also estimates annual growth of around 20%.
According to Mazal, transactions reached approximately AED 1.7 billion over three years.
However, these figures come from Mazal’s own market assessment. The RTA has not published them as official market statistics. Readers should therefore view them as company estimates rather than independently verified industry totals.
Auction results still point to an established UAE market for rare and low-digit number plates.
Does escrow make buying a number plate safer?
Escrow can reduce one of the main risks in a high-value private sale: deciding who acts first.
A seller may hesitate to transfer an expensive plate before receiving payment. At the same time, a buyer may hesitate to pay before securing ownership.
Mazal’s transaction process aims to address this problem. The platform holds the payment while both parties complete the ownership transfer. It releases the funds after the transfer is complete.
However, escrow does not remove every risk.
A valuation only provides an estimate and does not guarantee a future selling price. Buyers should also check all fees, ownership requirements, and transaction terms before committing.
Anyone considering Dubai number plate trading should understand the type of sale involved. RTA auctions, private marketplace transactions, and charity auctions can follow different procedures. Their bidding rules, fees, and registration requirements may also differ.

What should buyers check before paying?
Before buying a premium plate, confirm that the seller can legally transfer ownership.
Next, check the platform fees and applicable RTA charges. Buyers should also confirm whether the seller has set a fixed price or accepts offers.
Always read the marketplace or auction terms before making a payment.
An asking price or third-party valuation does not guarantee that a plate will increase in value. Scarcity and previous auction results may influence demand, but future resale values can change.
Sellers should follow the same approach. Compare recent transactions and auction results instead of relying only on advertised prices.
What could Mazal change for the secondary market?
Mazal does not need to create demand for premium number plates. Dubai has had an active market for distinctive plates for years.
Instead, the platform could change how buyers and sellers complete private transactions.
Mazal combines escrow, identity verification, and a central marketplace. These features could simplify Dubai number plate trading for people who previously relied on brokers or social media. They could also offer a more structured alternative to direct negotiations.
Users should still check the latest RTA requirements before completing a transaction. They should also confirm Mazal’s current fees before making any payment.
